Kasen

Kasen leads the Kamunabi, the government agency in charge of sorcery and, officially, of securing the Enchanted Blades "for national stability." In the eyes of the public and her subordinates, she embodies legitimate authority in the hunt for these artifacts.

Behind the scenes, however, Kasen maintains a secret conspiracy with the Hishaku, the very organization the Kamunabi is supposed to fight. This duplicity makes her one of the story's most insidious antagonists, acting from within the shadow of power.
